ABOUT THE ADMINISTRATIVE AND BUSINESS MANAGEMENT ADVISORY SERVICE
Administrative and Business Management Studies provide answers and recommendations for improvement. We are available for a free, pre-study consultation to develop a scope and sequence of work to meet your district’s needs. Our studies include a pre-visit collection and review of key documents, followed by onsite evaluation and staff interviews (reviews of Board Policy, Administrative Regulation and business office procedure, reviews of financial reports, contracts and agreements, and work flow), followed by a written report with recommendations to select audiences (staff, administrators, and/or the Board).
The ADministrative and Business Management Study Service provides review, study, evaluation, and reporting on your school business operation. You can have a review of any business component or a comprehensive study. Our studies are independent evaluations that form a basis for improvement of your business operation.
Consulting and training are available as options follow up to studies.

Charles Mellor, Ed.D.
School Business Administrator
Dr. Charles G. Mellor is a school business administrator with 37 years experience. For 27 years he was the Asst. Superintendent for Administrative Services in the Liverpool Schools. Since retirement he has served as interim Business Administrators in the Cazenovia, Marcellus, Jordan Elbridge, and for the past seven years in the Southern Cayuga Schools. He has taught Educational Finance and School Business Management at Syracuse University, SUNY Cortland, and LeMoyne College.

Dr. James M. Merrins is Executive Program Administrator of the statewide Transition to Superintendency Program, and School Business Fiscal Training and Support Programs for EDucational Support Services. He has 36 years experience as a school administrator, 16 years as Superintendent in Fredonia and Honeoye, New York. Over the past twelve years he has developed a series of practical workshops for superintendents and Business Administrators, including “Fiscal Navigation,” “Everything is Negotiable,” “At the Table Bargaining Skills,” and “Successful Administration of School Construction Projects.” Jim is NYS certified as a School Business Administrator through SUNY Brockport He has taught School Law and School Finance at SUNY colleges.
